Three public boat docks in Flagler County will receive vertical oyster gardens this month through a volunteer initiative aimed at improving water quality in the Intracoastal Waterway by creating artificial reef habitats.

Three public boat docks in Flagler County will receive free vertical oyster gardens this month, installing what amounts to dozens of miniature water-filtration systems in the Intracoastal Waterway. The installations at Moody Boat Launch in Flagler Beach, Bings Landing in unincorporated Flagler County, and Herschel King Park in Palm Coast are being provided at no cost by the volunteer group Oysters for My Neighborhood, county officials announced June 4.
The installations are scheduled for mid-June following dock surveys by the Coastal Conservation Association of Florida early next week. At Herschel King Park alone, the 115-foot dock is expected to receive between 55 and 60 individual oyster gardens spaced roughly two feet apart.
What's happening
Vertical Oyster Gardens, known as VOGs, are artificial habitats made by stringing recycled oyster shells onto heavy-duty wire or rope and suspending them from docks or seawalls. The structures attract juvenile oysters called spat, which attach themselves to the shells and grow into filter-feeding adults while creating habitat for small crabs, shrimp, and other marine life.
Chuck Gleichmann, who leads a local Vertical Oyster Garden Initiative on the Intracoastal Waterway, said the exact number of gardens to be installed across all three sites won't be determined until the Coastal Conservation Association of Florida completes its official dock surveys. Working with partner Brian Hilgers, Gleichmann coordinates with individuals and organizations to establish VOG installations, though their effort does not operate as a formal nonprofit.
The project is being facilitated by Oysters for My Neighborhood, the group providing the installations. Interim County Administrator Adam Mengel said he has followed vertical oyster garden projects for several years and called the county partnership "a big win for our conservation efforts and our community."
How oyster filtration works
The ecological value of the installations centers on the oysters' filtration capacity. According to Gleichmann, a full-grown oyster can filter 50 gallons of water per day. As oysters grow on the vertical gardens, they naturally filter between two and five gallons of water per hour — a rate that can significantly improve local water quality in the Intracoastal Waterway over time.
Oyster reefs function as natural water-treatment systems by removing suspended particles, phytoplankton, and excess nutrients from the water column. In Florida's coastal waterways, these filtering effects can help reduce algae blooms and improve clarity, benefiting seagrass beds and other aquatic habitats that depend on light penetration. Bings Landing, in the unincorporated county near Marineland, sits in a less developed section of the waterway with more natural shoreline.
By distributing the installations across these three sites, the project targets different conditions along the Flagler County Intracoastal corridor. Water-quality challenges in Florida estuaries typically include nutrient loading from stormwater and fertilizer runoff, sediment from construction and erosion, and pollutants from boat traffic and urban surfaces. Oyster filtration directly addresses suspended particles and can help mitigate nutrient impacts, though the scale of improvement depends on the total number of oysters established and the volume of water moving through each site.
For boaters and anglers using the three public docks, the oyster gardens represent a visible commitment to habitat restoration. Under Florida law, dock owners typically need permits from the Florida Department of Environmental Protection for structures placed in state waters, though exemptions may apply for certain restoration activities — specific permitting requirements would depend on site conditions and the classification of the installation.

The Coastal Conservation Association of Florida will conduct official surveys of the three dock sites early next week to determine precise placement and the total number of vertical oyster gardens to be installed. The surveys will account for dock length, piling spacing, water depth, and other site-specific factors that affect installation feasibility.
Following the surveys, Gleichmann's team plans to complete the installations around mid-June. The timeline suggests a quick turnaround from survey to installation, reflecting the relatively low-tech nature of the structures. Once in place, the oyster gardens will require time for spat settlement and oyster growth — a process that depends on water temperature, salinity, and the availability of free-swimming oyster larvae in the Intracoastal.
The county has not announced formal monitoring plans for the installations, but tracking spat settlement rates and measuring water-quality parameters at the dock sites before and after installation would provide data on the gardens' effectiveness. Such monitoring would also inform decisions about expanding the program to other county-owned waterfront sites or partnering with municipalities on additional installations.
