Rolling Sands Drive work in Palm Coast to close lanes through Sept. 17

Drivers on Rolling Sands Drive in Palm Coast should plan for delays and single-lane closures through the end of next week as city crews repair aging stormwater infrastructure beneath the roadway.

The City of Palm Coast will perform roadside repairs along Rolling Sands Drive between Rose Drive and Rockefeller Drive from Monday, Sept. 14, through Thursday, Sept. 17. Intermittent single-lane closures will be in effect daily from 7 a. m. to 4 p. m., according to a city announcement issued Sept. 11.

Crews will repair the concrete encasement surrounding a stormwater pipe that crosses beneath the edge of the roadway along Rolling Sands Drive. The work will take place over four days, with traffic-control devices and advance-warning signs in place to guide motorists safely through the work zone.

The city is advising drivers to use caution and expect delays while traveling on Rolling Sands Drive during the scheduled work. The repair is described as necessary maintenance to the city's stormwater system.

Rolling Sands Drive is a north–south connector in Palm Coast's R-Section, a heavily residential area of the city in central Flagler County that has grown steadily over the past two decades. The street links Rose Drive and Rockefeller Drive, both of which serve as east–west arterials feeding neighborhoods and schools in the area.

Why stormwater infrastructure matters

Concrete encasement protects buried stormwater pipes from shifting soil, root intrusion, and the weight of traffic overhead. When that casing deteriorates or cracks, the pipe itself becomes vulnerable to collapse, which can lead to sinkholes, roadway failures, and localized flooding during heavy rain events—a recurring concern in Florida's hurricane-prone climate.

Palm Coast incorporated as a city in 1999, but much of its residential development and underlying utilities date to the 1970s and 1980s, when the area was developed as a master-planned community by ITT Community Development Corporation.

That timeline means that a growing share of the city's buried infrastructure is reaching or exceeding its original design life, making repair and replacement projects like this one more common. Addressing these issues before pipes fail avoids far more disruptive emergency closures and costlier reconstruction.

Impact on commuters and local traffic

Rolling Sands Drive serves residential neighborhoods on both sides, with many homes occupied by families, retirees, and workers who commute north to Flagler County government offices and schools or south toward the city's commercial corridors along Palm Coast Parkway.

During the 7 a. m. to 4 p. m. closure window, the work will overlap with morning and afternoon school travel, as well as typical commute and errand patterns. Parents dropping off children at nearby schools and residents heading to work should budget extra time and consider alternate routes if possible. Rose Drive and Rockefeller Drive both offer parallel east–west connections that may provide detours around the affected segment.

Intermittent single-lane closures mean that traffic will not be stopped entirely, but flaggers or traffic-control signals will direct alternating flows through the work zone. Drivers should expect short waits and reduced speeds. The city has not indicated that a full detour will be required.

Because the closures are scheduled during daytime hours on weekdays, evening and weekend traffic will not be affected. Residents who can shift errands or appointments to after 4 p. m. or to Friday through Sunday may avoid delays altogether.

For contractors, landscapers, delivery drivers, and service providers working in the R-Section neighborhoods, the lane closures may complicate access to job sites. Advance coordination with clients and allowing extra travel time will be important, particularly for time-sensitive deliveries or appointments.

Residents who live along the affected stretch of Rolling Sands Drive should expect construction noise—concrete saws, excavation equipment, and truck traffic—during working hours. Driveway access is expected to remain open, but there may be brief periods when crews need to work near individual properties. The city has not announced any extended driveway blockages.

Stormwater and growth in Palm Coast

Palm Coast has added thousands of residents over the past decade, and with that growth has come increased pressure on aging infrastructure. The city's population surpassed 90,000 in recent years, making it one of the larger municipalities in Northeast Florida and among the fastest-growing in Flagler County.

New subdivisions in the western parts of the city are built to modern stormwater standards, with larger retention ponds, stricter grading requirements, and more robust pipe materials. But older sections—particularly the original R, F, and B sections laid out in the 1970s—require ongoing maintenance and selective upgrades to handle both aging infrastructure and the cumulative effects of more pavement and rooftops across the broader watershed.

Stormwater management is also a key concern as sea levels rise and intense rain events become more frequent. Ensuring that drainage systems function as designed protects not only roadways but also private property, water quality in the Intracoastal and Matanzas River, and the ecological health of nearby preserves.

The city funds stormwater repairs and improvements through a combination of stormwater utility fees—charged to all properties based on impervious surface area—and capital budgets. Routine repairs like the Rolling Sands Drive project typically come from annual operating allocations rather than bond-funded capital programs.

What happens next

The repair work is scheduled to be completed by the end of the day Thursday, Sept. 17. The city has not announced any contingency dates in case of weather delays, but September in Florida often brings afternoon thunderstorms that can halt outdoor concrete work.

Once the concrete encasement is repaired and cured, the roadway edge will be restored, traffic-control devices will be removed, and Rolling Sands Drive will return to normal operations. No long-term lane reductions or changes to the roadway configuration are planned.

Residents can monitor the city's website and social media channels for updates if the schedule changes. The city has encouraged drivers to use caution, obey posted signs and speed limits in the work zone, and allow extra time for travel during the four-day repair window.
